Sable Offshore's request for financial damages against the Coastal Commission was denied by the Santa Barbara County Superior Court.
The company had filed a lawsuit in February, seeking approximately $347 million in damages and declaratory relief, after the state regulator issued notices and orders that halted pipeline work along the Gaviota Coast.
The Houston-based company has already vowed to appeal the ruling.
The lawsuit was in response to the temporary halt of pipeline work necessary to restart oil production.
