Mayoral candidate Andrew Cuomo has expressed his opinion on the matter, suggesting that Rikers Island should be rebuilt on the same location, while the four borough sites should be utilized for housing and commercial development.
“Let’s make a major start by stopping a major debacle,” he said of the borough-based jail plan. “It promises to be New York City’s big ditch. It is already years late, billions over budget, and obsolete.
Cuomo's plan involves rebuilding new state-of-the-art jails on Rikers Island and providing free bus service, with the goal of using the borough sites for alternative purposes.
